A year since the elections to the Verkhovna Rada: assessments of citizens

•    Results of the survey carried out by the Sociological Group Rating on July 16-17, 2020 revealed that 55% of respondents actively monitor political events in Ukraine. 25% do it sometimes, 14% - rarely; 6% - are not interested in politics at all. At the same time, the older the respondents, the more often they monitor political events. Compared to April of this year, the number of those interested in news on domestic politics has increased.

•    Almost 30% of respondents believe that the current parliament is more effective as compared to the previous Verkhovna Rada, while a quarter shares the opposing view and believes the previous parliament was more effective. At the same time, almost half of the polled /are of the opinion that there is no special difference between them. The activities of the current convocation Verkhovna Rada is best assessed by the youth and “Sluha Narodu” voters. The worst rates were provided by “European Solidarity” voters: most of them believe the previous parliament was more effective.

•    Among the state authorities, respondents assess the performance of President Zelensky relatively better (37% of the polled are satisfied with the work of the Head of State, 59% share the opposing opinion). 25% are satisfied with the activities of the Head of the Verkhovna Rada Razumkov, 57% are dissatisfied. Only 16% are satisfied with the performance of Prime Minister Shmygal, and 65% are dissatisfied.

•    Among the parliamentary factions, “Sluha Narodu” faction received relatively better rates (satisfaction level among all - 32%, among party voters - 90%). About a quarter of the polled are satisfied with the activities of “Opposition Platform – Za Zhyttia”, “European Solidarity”, and “Batkivshchyna” factions, and about 70% are dissatisfied. 17% of respondents are satisfied with the activities of “Holos” faction, and 73% are dissatisfied. The age distribution of factions’ assessments is quite indicative - young people are relatively more satisfied with the activities of “Sluha Narodu” faction, while those seniors – with “Opposition Platform - Za Zhyttia”, “European Solidarity”, and “Batkivshchyna” factions.

•    Return to the Criminal Code of the article on punishment for illicit enrichment and the introduction of criminal liability of deputies for "button-making" are those decisions of parliament, which were most positively assessed by respondents (about 90%).

•    Also, such implemented initiatives received high level of support (60% to 80%): abolition of parliamentary immunity, granting volunteers with the war participant status, loans for entrepreneurs at low rates (5%, 7%, and 9%), return of amber mining to the legal field, increase of income limits for individual entrepreneurs, adoption of a law on the President impeachment, introduction of strict rules for transporting children in cars only in child seats, restrictions on withdrawing money to offshores, simplifying admission to Ukrainian universities for children from the occupied territories. Nevertheless, the latter three initiatives have a significant number of opponents (about 20%).

•    It is important that most of the above mentioned decisions of the Verkhovna Rada find equal approval among supporters of different political forces. However, there are those that cause opposition; for example, the decision to simplify admission to Ukrainian universities for children from the occupied territories receives support of the majority of voters in all parliamentary parties except “European Solidarity” (half oppose it). Similarly, decision to grant volunteers with the war participant status is approved by more than 80% of supporters of various political forces, except for "Opposition Platform – Za Zhyttia” (support is 56%).

•    Introduction of monetary rewards for whistleblowers, introduction of a ban on returning bankrupt banks to their owners (including Privatbank), and demonopolization of the alcohol industry are supported by about 50% of respondents. 40% support the abolition of the majority electoral system, 19% do not support it, and one-third assessed it neutrally.

•    On the other hand, legalization of the gambling business and introduction of the land market were perceived mostly negatively. About 60% of respondents do not support these decisions of the Verkhovna Rada, about a quarter supports them. The number of those who support the latter two decisions of the parliament is relatively higher among the youth and “Sluha Narodu”, “European Solidarity”, and “Holos” supporters.

•    The leader of the political forces rating (elections to the Verkhovna Rada) is “Sluha Narodu” party - 27.9% of those who have decided and intend to vote are ready to support it. “Opposition Platform – Za Zhyttia” is supported by 18.0%, “European Solidarity” party - by 14.7%, “Batkivshchyna” - 11.4%, “Radical Party” of Lyashko - 5.2%, “Syla i Chest” - 4.3%, “Shariy Party” - 3.4%, “Ukrainian Strategy of Hroysman” - 3.3%, “Svoboda” - 3.2%, “Holos” - 3.1%. The rating of other political forces is below 2%.


Audience: residents of Ukraine aged 18 and older in all oblasts, except for the temporarily occupied territories of Crimea and Donbas. The sample is representative in terms of age, gender, and type of settlement. Total sample: 2000 respondents. Survey method: CATI (computer-assisted telephone interviews). Based on a random sample of mobile phone numbers. The margin of error with a 0.95 confidence level does not exceed 2.2%. Period of the survey: July 16-17, 2020.
