•    According to the survey carried out by the Sociological Group “Rating” on November 20-24, 2019, 43% of the polled believe that reforms in the country should be gradual. On the other hand, 30% are convinced that changes should be rapid and radical. 18% of respondents even state that reforms need to be suspended until the situation in the country stabilizes. The residents of the Center and those younger respondents, as well as the voters of “Golos” party, are relatively more inclined to demand rapid transformations. At the same time, even among these categories, the number of those who think that reforms should be gradual is dominating.

•    53% are convinced that President Zelensky is more efficient than previous President Poroshenko. 15% share the opposite opinion, 22% said nothing had changed. Comparative assessments of other central authorities are less optimistic. In particular, 34% believe that the current Verkhovna Rada is more efficient than the preceding Parliament. 32% are convinced that nothing has changed, 17% believe it is less efficient. Only 27% are convinced that the current Government under O.Honcharuk is more efficient as compared to that of V.Hroisman. 30% believe that no changes have occurred. 19% consider it worse than the preceding Government. 24% could not assess the subject at all. The supporters of “European Solidarity” party are most critical while assessing the performance of central authorities.

•    Nearly two-thirds of the polled believe it takes President Zelensky one to three years to demonstrate qualitative and effective outcome. 14% give him five or more years. Only 8% require of him to perform changes within six months. 17% think that he will not be able to demonstrate a qualitative performance at all.

•    About half of the polled believes that in order to achieve positive results the Government and the Verkhovna Rada should be given one to three years. Every tenth is ready to wait for five or more years. On the other hand, 10-13% give these central authorities up to six months to demonstrate effective performance. Every fourth to fifth even believes that the current Government and Parliament are not capable of changing anything in the country.

•    The leader of electoral preferences is “Sluha Narodu” party, which is supported by almost 45% of those who have decided and intend to take part in the elections. 12.7% support “Opposition Platform – Za Zhyttia” party, 9.6% - “European Solidarity”, 8.5% - “Batkivshchyna”, 4.4% - “Golos”. The rating of other political forces is less than 3%. About 12% have not decided on the matter.


Audience: residents of Ukraine aged 18 and older. The sample is representative in terms of age, gender, region, and settlement type. Total sample: 2500 respondents. Personal formalized interview (face-to-face). The margin of error does not exceed 2.0%. Period of the survey: 20-24 November, 2019
