Assessment of the state of healthcare in Ukraine (21-29 May, 2019)

•    According to the research carried out by the Sociological Group "Rating" in May 2019, 20% of the polled stated that over the last two years, the overall quality of the public healthcare services in the country had improved. At the same time, 37% have mentioned a worsening, 32% believe that the quality of the public healthcare services had not changed, 12% were not able to answer. Over the last eight months, the number of those who state the improvement in this area has doubled.

•    A quarter of the polled gave positive rates for the level of both primary and secondary healthcare services in Ukraine. One-third believes that these levels of the Ukrainian healthcare services are in a satisfactory condition, more than a quarter state their unsatisfactory or terrible condition. The younger respondents and those with higher income are more inclined to give positive rates both to the changes in the quality of healthcare services and to the different levels of healthcare.

•    82% know their family doctor or physician, 18% – do not know. Over the last year, awareness has grown by almost one and half times. It is relatively higher in the Western regions (89%), and lower in Kyiv and at the South (74-72%). Women are better informed about family doctors than men (87% vs. 75%).

•    Over 80% (the same as in October 2018) have heard about the national program "Doctor for each family". A high level of awareness is observed in all macro-regions and demographic categories. 79% said they had already chosen their doctor and signed an agreement with him/her (in October 2018 - 56%). 20% said they have not done this yet. A higher level of mobilization in signing contracts with the family doctors is observed in the Western and Eastern macro-regions, among women and older respondents. Meanwhile, in the South and in Kyiv, one-third of the polled said they had not yet signed an agreement with the doctor.

•    More than 70% of those who have already signed the contract with the family doctors are satisfied with them, only 12% expressed dissatisfaction. 16% hesitated to answer. One-third of the respondents among the changes that they have noticed after signing the contract with the family doctor noted that the doctor was more attentive and polite to them. 18% indicated that it was easier to get an appointment, 11% saw the better conditions of appointment (repair, modern equipment, etc.) or received referral for free laboratory tests. 9% said that they either received free medication or vaccine from their doctor or consultation on healthy lifestyle and useful habits. On the other hand, 20% indicated that they had not seen any changes after the contract was signed (in October 2018 - 25%).

•    58% support the healthcare financing program "money follow the patient". 22% expressed the opposite opinion, 20% could not answer on the matter. A higher level of support for the new model of distribution of healthcare budgetary funds is observed in the Western and Southern regions, among younger respondents and those with higher income.

•    38% mentioned that they had heard about the Ministry of Health's initiative to start purchasing certain drugs (including vaccines) on the basis of competitive and transparent bidding process, which places high demands on participating international organizations. On the other hand, 58% do not know anything about this government program.

•    73% said they had heard about the "Available drugs" program (66% in October), which provides pharmacies with free drugs for patients with chronic diseases, such as type II diabetes, cardiovascular diseases, and bronchial asthma. 25% do not know anything about it. A higher level of awareness is observed among women and older respondents.

•    28% (in October 2018 - 19%) indicated that they personally or their relatives (husband/wife, children, grandparents, brothers/sisters, etc.) had participated in the "Available drugs" program (most of them among the elderly, women, and those with doctors among relatives). 70% said they had not participated in this initiative. More than half of those who took part in the "Available drugs" program said that it was successful. On the other hand, 38% share the opposite opinion.

•    63% stated that they approved the transplant law, which allows citizens to voluntarily decide on the transfer of their organs after their death to be transplanted to other citizens who need them. 28% - do not approve. Relatively higher level of definite support for this initiative was recorded among Kyiv residents, younger people, and those with higher income.

•    30% fully support the legalization of medical marijuana for patients with certain health problems and believe that in their case marijuana may ease the symptoms and/or relieve pain; 28% support this idea to some extent, 33% share the opposite opinion. Again, a relatively higher level of definite support for this thesis was recorded among Kyiv residents, men, and those younger and wealthier respondents.

•    74% of the polled consider the Ministry of Health important for themselves and their families (in October - 56%). 19% of the respondents expressed an opposite opinion. The importance of the profile ministry was more often mentioned by the residents of the Western and Southern regions.


Audience: residents of Ukraine aged 18 and older. The sample is representative in terms of age, gender, regions, and place of residence. Total sample 2200 respondents: 1200 respondents of a national sample and 500 respondents each region of Galicia (Ivano-Frankivsk, Lviv, Ternopil) and Kyiv. Personal formalized interview (face-to-face). The margin of error for national sample does not exceed 2,8%. Period of the survey: 21-29 May, 2019
