Attitude towards the law on recall of deputies

Date posted: 12.03.2013 Print Full version

According to the survey conducted by the Sociological group "Rating", the absolute majority of respondents (81%) supports the adoption of the Ukrainian law on the recall of deputies. It is not supported by only 13%, while  6% - are undecided on this issue.

The initiative is popular in all regions and among voters of different parties. Yet, it is somewhat less supported in Donbas and among voters of the Party of Regions, among whom the number of undecided is the biggest.

The majority of respondents (61%) believe that the deputy must be recalled by the voter. 14% of respondents believe that it has to be done by the voter, but on the initiative of the party, the same number - it is the prerogative of the party, which nominated a candidate. Other 12% believe that it has to be done by the court: 7% believe that the court should do it individually, and 5% - on the initiative of the parliamentary majority.

In addition, 5% of respondents believe that only the parliament can recall the deputy, other 5% - the president. 10% are undecided about this.

Just like in the previous question, views of respondents surveyed in different regions and among supporters of different parties are almost identical.

More than a half of respondents believe that the deputy has to be recalled for corruption, the same number - for inobservance of electoral promises. Nearly 40% believe that the deputy must be recalled for betraying public interests and for non-execution of obligations proclaimed in the oath.

One third - for systematic absence of the deputy from plenary sessions and meetings of committees, the same number - for non-execution of public promises to support a certain ideology. 26% of respondents believe that the deputy must be recalled in case of transfer to another fraction, 22% - for non-personal voting. Only 4% of respondents are undecided on the matter.

The recall of deputies for corruption is mostly supported by voters of the CPU and UDAR, for non-execution of public promises to support a certain ideology – supporters of the Party of Regions, for transfer to another fraction - supporters of Batkivshchyna and Freedom. Supporters of the CPU offer the most severe punishment for systematic absence of the deputy from plenary sessions and meetings of committees.
